OpenAI has unveiled GPT-5.6 – but almost no one can use it. Instead of a broad launch, the new generation is available for now only to around 20 selected partners whose participation was coordinated with the US government beforehand. There's no waitlist or application; OpenAI reaches out to eligible organizations itself.

The generation consists of three models: Sol as the most capable flagship, Terra as a cheaper but still strong option, and Luna as the fastest and most cost-efficient choice. In the preview, all three run via the OpenAI API and the developer tool Codex – but only for the small, vetted circle.

What's notable is how openly OpenAI states the reason: it showed the government its plans and the models' capabilities before launch and is starting „in coordination" with it among a few trusted partners. At the same time, the company makes clear it does not see such restrictions as a permanent state.

The timing is no coincidence: just hours earlier, the same government had allowed Anthropic to ship its previously blocked Mythos 5 model again to selected organizations (see our article on Claude Mythos 5). At both leading providers, the US government now has a say in who gets the strongest AI first.

OpenAI says broad availability is coming „in the coming weeks" – for ChatGPT, Codex and the API. The company gives no fixed date; for now access is granted customer by customer.
